Question
Why is my iCloud storage full when my phone isn't?
Short answer
Because they are two separate stores. Your iPhone's storage is the chip inside the phone; iCloud is a 5 GB or paid allowance on Apple's servers. With Optimize iPhone Storage on, the phone keeps small previews while iCloud keeps every original, so iCloud can fill long before the phone does.

How do the two kinds of storage differ?
| iPhone storage | iCloud storage | |
|---|---|---|
| Where it is | Inside the phone | Apple's servers |
| Size | Fixed when you buy the phone | 5 GB free, more with iCloud+ |
| Check it | Settings > General > iPhone Storage | Settings > your name > iCloud |
| Holds | Apps, local photos, system | Photos library, backups, Drive, Messages, mail |
A message that says "iCloud storage full" is about the second column. Deleting apps from the phone won't help it.
Why does iCloud fill first?
- Optimize iPhone Storage swaps full-size photos on the phone for smaller versions, while iCloud keeps the originals.
- Backups live only in iCloud. Several devices mean several backups.
- Mail and Drive count in iCloud and take no space in the phone's photo count.
- Free 5 GB is small next to most phones, which start at 128 GB.
Put simply, a phone with 40 GB free can sit next to an iCloud account that is 100% used. The phone shows the space it has left; iCloud shows a quota that may have been set years ago and never raised.
How much iCloud space do I actually need?
Start from your own numbers rather than plan names. A rough rule: look at the Photos figure in Settings > General > iPhone Storage with Download and Keep Originals on, then add your backup size. If that total is under 50 GB, the smallest paid tier covers it. Many people with 10,000 photos land between 30 and 80 GB, but video changes everything; a few minutes of 4K can be several gigabytes.
What can I do about it?
You have three routes. Trim iCloud by removing old backups and duplicates; see what to delete first. Turn off iCloud Photos on purpose and keep photos on the phone and a computer, after downloading originals. Or pay for a plan; is iCloud+ worth it runs the numbers.
While iCloud is full, Apple says the device won't back up to iCloud and new photos stop uploading, so do not leave it full for long.
Frequently asked questions
Will buying more iPhone storage fix iCloud being full?
No. You can't add storage to an iPhone, and a bigger phone doesn't change your iCloud allowance.
Will turning off iCloud Photos free iCloud space?
Not by itself. It stops syncing on that device. To free space you also delete the library from iCloud, which Apple lets you do from Manage Account Storage.
Is the reverse possible, phone full but iCloud empty?
Yes, when iCloud Photos is off or Optimize is not selected. Turning on Optimize iPhone Storage moves originals to iCloud and frees phone space, provided iCloud has room. That trade is the main reason people pay for iCloud+ in the first place.
